The Congress of Vienna restored all the States which existed in Italy before the French Revolution, with exception of the Republic of Venice, whose territories in Italy, Istria and Dalmatia were given to Austria, that became again the dominant power over the Italian Peninsula.

Nationalism was stirred in Italy after the Congress of Vienna because the borders were still being drawn heavy-handedly, ignoring completely the wishes of the local populations and their ethnicity. No attempt was made to draw the new borders around more 'ethnically natural' frontiers.
