The Emancipation Proclamation.
Indeed it was only a temporary War Measure to avoid France and Great Britain intervention in the Civil War at the side of the Confederacy. It was based only upon Lincoln's war powers as President of the US and did not free any slaves in the States which remained loyal to the Union nor itself made slavery illegal. The only slaves to be freed were those living in the Southern States which were fighting against the Union, but, of course only when their territories would have, little by little, seized by the Union Armies.
It was a bill signed by Lincoln to end slavery, but at the time, it only covered the Northern states.
