Tennessee if you're answering a LUOA question.

Kentucky was the first state Ulysses S. Grant invaded in the west. He seized Paducah on September 5th, 1861. This was in response to Confederate General Leonidas Polk's occupation of Columbus, Kentucky. Both armies had violated Kentucky's neutrality with these moves. This would eventually lead to the Battle of Belmont (Missouri), Grant's first major battle as a commanding general.

Kentucky, where he seized the strategic point of Paducah, preceding the Confederates who were coming up with the same intention.
