In Thomas Jefferson's annual Message to Congress in 1806 he spoke to his colleagues on the approach of 1808. That was the year the Constitutional Convention agreed to legislate about the slavery issue. The compromise called for the halt of importing new slaves. Jefferson urged the Congress to legislate now by passing a law to have January 1, 1808 be the time that halted slave importing to the US. He wanted to make sure no slave ships would even depart from Africa would reach the US if they could not arrive on January 1, 1808.
In 1806, Jefferson announced a military buildup by Spain, in Louisiana, west of the Mississippi River on the Red River. Negotiations were taking place and the US was organizing a cavalry. A private US group that was organizing an army to fight Spain was repressed. Jefferson proposed gun-boats be built to defend the Mississippi River. He reported on western explorations by Lewis , Clark, Freeman and Pike. He proposed federal funding of roads and canals in the West and the passage of a constitutional amendment to make such funding constitutional. He stated that he was optimistic about negotiations with Britain, Tripoli and the Indians. He mentioned that the slave trade would seem by made illegal.
