The main goal has been to remain in power and it has always been so from the time of the Bolshevik Revolution to the break up of the Soviet Union. It all begins with Vladimir Lenin.

A high priority goal of the Communist Party has been the institution in Russia of Communism and its spread on a worldwide basis. Never the less, whenever the Marxian doctrine of Communism got in the way of staying in power, the doctrine was ignored. Lenin had promised to get Russia out of World War 1, yet during peace talks with the Central Powers he agreed to the harsh Treaty of Brest Litovsk because Germany resumed hostilities and threatened to capture St. Petersburg, remove the Bolsheviks and install a German government.

Lenin had promised to eliminate all forms of capitalism, yet when he could not get the Russian economy to cure food shortages he reinstated capitalism temporarily in the agricultural sector.

Lenin promised democratic reforms in place of the autocratic Tsarist regime, yet he dismissed the Democratically elected Constituent Assembly because it was composed of more members from other political parties than the Bolsheviks and he feared a new national constitutional government would be formed which would oust him and the Bolsheviks from power.

Lenin banned all dissent from his policies, banned the formation of other political parties and purged the Communist Party itself of all members who disagreed with the official Party line.

As to Stalin, he became even more repressive of dissent than Lenin had ever been. He was responsible for the imprisonment, exile and murder of more people who dared to disagree or even appeared to disagree with his version of Communism. While a communist society was a goal, a true Marxian Communist society never was such a goal.

The reason why was simple: Marxian communism envisioned an end to government as an institution. An end to government would mean an end to communist power over the country. This could not be permitted even if true communism could be achieved by relinquishing power.
