He escalated it from 16,000 troops to 550,000 troops, then personally directed the air war (Rolling Thunder) from the oval office, VERY badly, bypassing The Pentagon, along with the Generals and Admirals who were in-country.
His strategy was not to win the war, but to convince North Vietnam to call a truce.
Because of that, Rolling Thunder killed many pilots hitting trivial targets while Haiphong Harbor, military air fields, and communication centers were all on a "Don't Bomb, even by accident" list.
The theory was that we would prove to them that we COULD hit important targets if they didn't call a truce, but after we actually hit them, we would lose that as a bargaining chip.
Bombers were not allowed within 19 kilometers (10 miles) of "protected" targets, though there was a constant flow of military supplies coming in from China and The Soviet Union through Haiphong, and all the MIGS our pilots had to fight took off and landed on runways that would never even be hit by a stray bomb, from 10 miles away.
Johnson was also responsible for two major pieces of Civil Rights legislation, and the Gun Control Act Of 1968.
He created Medicare, Medicaid as part of his Great Society legislation, and that legislation of the 1960s also allowed for the first time, a person who was not elderly or disabled to receive a living free from the American government.
