It is a small and often neglected incident in the 1783 history of the US that about 500 former Pennsylvania Revolutionary War Militiamen demanded payment of Congress for services rendered and forced them to vacate Independence Hall at Alexander Hamilton's urging and resume their work in Princeton New Jersey. The Capital was shifted to Annapolis Maryland then to Trenton New Jersey in 1784 and finally to New York City in January of 1785. It was not until the Constitutional Convention of 1787 that the decicion was made to return to Philadelphia. It was this government in musical chairs that caused the creation of a permanent Capital not bounded within any state. History fails to record if the troops ever got paid.
