Less than a year earlier Great Britain violated Norwegian neutrality when it boarded and captured the German ship Altmark in Norwegian waters. I should think that maintaining neutrality was more difficult for Switzerland than Sweden, as Switzerland was surrounded on all sides by the Axis for most of the war. As for Spain, it was ruled by a fascist government which did not throw in with the Axis, but the Allies were very careful not to antagonize the Spanish and push them in that direction.
