The Zimmerman Telegram qualifies as such.It proposed a military and economic alliance to recover part of the lost territories during the Mexican-American War. The telegram however, was intercepted by the British Intelligence and forwarded to the U.S. Government, becoming enough casus belli for the US to enter WWI.

The Zimmerman note, a not-so-secret telegram from the German foreign affairs minister to the President of Mexico intercepted by Americans. It proposed that, if Mexico teamed up with Germany against the US in WWI, Mexico could regain Texas, New Mexico, and Arizona. This turned US public opinion, which was previously pretty neutral, against Germany.
The United States had to declare War on Germany and its allies because of what the telegram had from Arthur Zimmermann, the minister of Germany, to Von Eckhardt, the minster of Mexico, that if Mexico were to join Alliances they would help Mexico get back what The United States took from them during the Mexican-American War. The States that The Untied States Won From Mexico were Texas, New Mexico, and Arizona.

Most probably, you are referring to an alliance between Mexico and Germany during WW1. It was Arthur Zimmerman, German ambassador in Mexico. His "Zimmerman note" was intercepted by British intelligence and forwarded to the American government, hastening American entry into WW1.
In January of 1917, Germany proposed to Mexico an alliance to get back some of the lost territories during the Mexican-American War (1846-1848). Specifically, Texas, New Mexico and Arizona. The telegram that contained such proposal was intercepted by British spies and delivered to American president Woodrow Wilson. At the time, Mexican-American relations were pretty strained, so Wilson was worried that Mexico might accept the proposal. It would have meant a war between Mexico and the United States, delaying the later from getting involved into WW1. The telegram was used as proof of Germany's bad intentions, and became one of the main reasons for the US entering WW1.
