Officially, to rescue Northern morale by declaring the war to be an official crusade against slavery.

Actually, an urgent wartime measure to head-off Britain and France from aiding the South. (It would have made them look pro-slavery themselves.)

It said that all slaves living in Areas or States still in rebellion against the US in Jan 1863, would be free. This would not apply to border states, only the CSA
