The so-called "First Red Scare" erupted in the aftermath of World War I. During World War I, Bolshevik Communists had overthrown the government of Russia, set up a ruthless and oppressive government, and caused a terrible civil war to break out. Additionally, when World War I ended, Bolshevik-inspired Communists in other countries- particularly Germany, Italy, and Hungary- started large scale revolts, although these were ultimately unsuccessful.
In light of this, Americans became fearful of a similar revolt in the US. Large-scale labor strikes in the lead up to American entry in World War I seemed to substantiate that fear. Then in 1919, the government uncovered a plot by anarchist and communist groups to mail package bombs to major government and business leaders. At this point, Attorney General Palmer ordered the Justice Department and the predecessor agency to the FBI to hunt down and arrest possible communist and anarchist agitators. This campaign became known as the Palmer Raids and lasted until 1920.
