There were numerous sources of difficulty that Great Britain faced in preparing Palestine for independence. The primary problem, though, was that there were two organized groups (Arabs and Jews) who had formed paramilitary and guerrilla armies to fight each other and the British occupying leadership. The lack of peace in the region did not allow Britain to adequately set up a new government and led them to decide to remand the issue to the United Nations.
