You get the top gear test track by becoming first on the samba bus special event in the top gear section. Its quite hard at first but it becomes easier along the way. Enjoy

top speed
As far as I know it shouldn't affect top speed (assuming that is the question). Weight will affect acceleration and therefore speed after a given amount of time or distance. An example would be 1/4 mile times at a race track. But top speed should be governed primarily by the wind resistance of the body, horsepower of the engine, and the overall gear ratio in top gear. Weight may affect rolling resistance slightly and therefore affect top speed but I suspect this affect would be negligible.
Terminal velocity if it has reached its top speed. Or obviously constant speed.
yea newer cars have a speed limiter, like my lancer, they top out at a certain speed to be safe. Usually around 100+ mph. by the way how fast are you driving to notice this? My car tops out at 115 and ive never reached it except at the track... So yeah slow down.
