In order to bond a porous surface (wood) to a non-porous surface (metal) you will need an epoxy. Often an epoxy comes in 2 parts, the resin and the hardener, when mixed together they form the bond. To attach a metal comb to a veil using Velcro you would need the Velcro on the band of the headpiece and then use a good glue from a craft shop such as 'Michael's Crafts' and use one-sided Velcro (one side smooth) and use the glue on that side to attach to the metal.
