Roughly speaking, the higher the level requirement to wield a weapon, the more damage-per-second it does on average. Thus, a tier-90 weapon will do significantly much damage than a tier-80 weapon, which will do significantly more damage than a tier-70 weapon, etc.In general, I suggest you use the highest tier of weapons for which you have the required level, and which you can afford.
What weapon you choose will also depend whether you want to fight with melee, magic, or ranged; this, in turn, will depend on what you are fighting against, since most monsters have specific weaknesses.
The tier-90 weapons are the noxious staff (for magic), the noxious longbow (for ranged), and three different types of drygore weapons (for melee).
If you have the right herblore level you can make the potion, otherwise you will have to buy Weapon Poison in the Grand Exchange, then use the potion on your dagger to poison it.A guide to getting the best weapon poison:Weapon Poison = Cheapest and weakest of the three.Weapon Poison P+ = Moderately Priced, Better than Original Weapon Poison damage wise.Weapon Poison P++ = Costs slightly more than P+, better that Weapon Poison P+ damage wise.If you want the best value for your money, get P++ its the best of the 3 and should cost somewhere under 10k.
No, STR determines the damage range (as well as weapon mastery). DEX determines your maximum damage.

A question like this is best asked on a private server site, where your more likely to get quicker reply from someone who knows. I'm creating a private server with my friend and you need a client and a source that will work together for your weapon.
its added on to your damage at the top so 112 percent of your damage is added on top the the overall damage but you have to work it out :P hope this helps.
Basically, a weapon with the enchantment of Bane of Arthropods on it deals more damage on arthropods, mobs that include Spiders, cave spiders, silverfish, and endermites. Not only that, but it also deals a slowness affect to an arthropod that is hit with a weapon enchanted with Bane of Arthropods.
