Miracles were not required for declaring a person a saint in the early years of Chrisitianity. The person would have been declared a saint by popular acclamation to a bishop based on the lives and merits of the candidate. This was especially true if the person died the death of a martyr, as did Cornelius, as it was felt that making this ultimate sacrifice for Our Lord would be an automatic designation of that person as a saint.

Even today, miracles are not always a requirement for canonization, especially in the case of martyrs.

What does it mean to be proclaimed a saint by the Catholic Church?

Canonization, the process in which the Pope declares someone a saint, or "raises him to the altar", worthy of veneration, and you may ask his intercession before God. It means that the person lived an exemplary life, died a holy death, and that it has been proved that there are two miracles directly attributable to his intercession.

What were the two miracles that St Agnes performed to make her a saint?

St. Agnes is a "pre-congregational" saint. She was declared a saint before the Sacred Congregation for the Causes of Saints came into being that required Rome to examine all evidence before a person could be declared a saint. Except for unproven legends, there is no written record of any miracles that could be attributed to the intercession of St. Agnes. When Agnes was proclaimed a saint, there was no official requirement that miracles be proven.

What is the meaning of the term canonization?

Canonization is the declaration by the Pope that a deceased person is raised to the full honors of the altar, i.e., a saint after previously having been beatified. Two miracles credited to the beatus (feminine: beata) are usually required before canonization to attest the heroic virtue of the saint. - from Modern Catholic Dictionary by Fr. John A. Hardon, S.J.

What miracles does the Church recognize Saint Bernadette for?

Bernadette was responsible for many, many miracles and they continue even today. However, the Church must investigate and verify a number of miracles (today I believe it is two) before a person can be beatified and canonized a saint. Rather than listing the miracles here that were accepted by the Church in the cause of St. Bernadette I have inserted a link below that describes her complete canonization process and gives vivid accounts of the miracles that supported her cause.
