The new German empire was an autocracy. Unlike the later English king, The Kaiser was not a figurehead. As an aside, this event took place when the British Empire was ruled by Queen Victoria.
The German Kaiser commanded the military, conducted foreign policies, and appointed his own supporters to positions of power within the government.
The office of Chancellor ( prime minister ) and other cabinet members reported to the Kaiser. The legislature was side stepped, in a manner of speaking.
The government did have a two house legislature, was balanced towards the Kaiser's own choices for states within Germany. The popular elected Reichstag had very little powers.
