The time periods you are referring to are the Early (1700-1750) and Late (1750-1790) Georgian periods as well as into the early Directoire and First Empire periods (1790-1815). Most people of means of this time period were wearing wigs with or without powder. Think George Washington and Marie Antoinette. For a while the women wore their hair as high as they could get it, sometimes adding 2 feet to their height! An excellent reference book for very detailed information and sketches is "Historic Costume for the Stage" by Lucy Barton.
