The economic health of the nation was probably the most important domestic affair. Congress and President Washington went over Hamilton's economic plan for the new nation. Tariffs, taxes, paying debts, the expenses of the states and the federal government, and the enforcement of the laws were part of the plan. The Whiskey Rebellion and the result showed that the new government was capable of enacting laws and making sure they were enforced and obeyed. The government also had to provide protection in the western areas as settlers moved into those areas to establish farms, homes, and towns and cities. And the federal government had to protect the states' interests regarding interstate commerce and helping set up needed transportation like roads and canals.
