The Americans and British were in a defensive position at the time. They simply did not want to lose the war in Europe. The Battle of the Bulge was a last ditch German offensive, it was pretty effective and may have succeeded, but they ran out of gasoline and were unable to re-supply across their long supply lines.

The purpose of Hitlers desicion to fight the battle of the bulge was to create a bulge in the allied army and stop the Allies from advancing in Germany. Then, he hoped to push back the allies out of Europe

The Ardennes offensive must be seen in context of the Eastern front. Hitler was perturbed by the speed at which the Soviets were advancing and so wished to split the Western Allied forces in two before they reached Germany so as to force them to make a separate peace and therefore allow him to relocate large amounts of armaments and men to the Eastern front to contain the Red Army.

Strategically he also wanted to disrupt the supply lines of the allies to the Channel ports since they were already confused and in disarray. Tactically this would have been almost impossible to complete due to allied air superiority and a 2-1 advantage in manpower in favour of the Western Allies.

In essence Hitler actually only succeeded in speeding up the Wermachts' implosion on the Eastern front by not fighting a rolling defence to the Rhine and expending many of his last fuel stocks on a hopeless offensive.
