People would die from that incident and then someone else would move to where they were because it had such great soil. They built levees along the rivers and reservoirs to store water in them, and poked holes in the levees that flowed into canals that spread across the farmlands when needed. As the good soil at the bottom of the river would build up the water would rise. As the water was rising the people had to build taller and bigger levees. After so many years of doing this the water level was above the houses so if the levees broke then the whole town would be flooded.
They also had to figure out how to manage complex irrigation systems in city-states, which led to different problems. Would they make one village do all the work? They gave jobs to people in each village that would be in charge of maintaining the irrigation systems in certain areas.
Also, they had to figure out how to defend themselves from attacks by other communities. In Mesopotamia, the downstream communities attacked the upstream communities because they were using too much water. So the communities built walls around their cities to protect from intruders.
