Under the Articles of Confederation, states were allowed to have their own armies, much as the individual colonies had their own colonial militias.
There were a number of problems with the Articles of Confederation. Some of the weaknesses included the Congress lacking power to collect taxes, the national government could not regulate trade among the states and so many more.
Basically, it was because not all of the 13 colonies agreed with it, and it didnt it was lacking in some areas, like it didnt have a bill of rights, so when we were under the articles of confederation the government could virtually make up and control our rights.
Some problems were better handled at the national level than at the local level.
