All I can think of at this time is the "Land Ordinance of 1785," under the Articles of Confederation. In this amendment to the Articles of Confederation, several paragraphs down, it states: "There shall be reserved for the United States out of every township...four lots....There shall be reserved the lot No. 16 of every township for the maintenance of public schools within the said township....
