Private soldiers are not usually involved in strategic planning. Generals and their staffs are. Soldiers use tactics to carry out operations at the service of greater strategies.
The correct term is Airmen, not soldiers. Airmen learn to use the M-16 in basic training and are now issued the ABU (Airman Battle Uniform).
The first step in basic training is to get soldiers in physical shape and teach them to march, other things taught are basic squad battle formations, marksmanship, first aid, care and cleaning of their equipment, hygine, map reading, and how to use items issued to them.
