I think they would be very surprised at the creation of welfare. In their time the churches took care of the poor, not the government. It was felt that people needed help, but they also needed to help themselves. In London when a person owed a lot of money he/she couldn't pay they were put in debtors prison. Churches also ran work houses for the poor. The Catholic church had workhouses and laundries where girls and women were assigned to work because they were considered to be of illrepute. Some of these still existed in Ireland into the 1970's. It was a whole different world in the 1700's . About 90% of the population were farmers and the 10% that wasn't farming were business owners, lawyers, factory workers, sailors, and other things. Slaves were also a factor in the colonies. So, this world was completely different from what we have today.
