Australia did not have four main states in 1864. It did not even have states - they were still known as "colonies".

In Australia's colonial years, prior to 1835, the four main colonies were Sydney, Swan River (Perth), Hobart and Moreton Bay (Brisbane). However, by 1864, the colonies of Victoria and South Australia were both significant.
