President Truman believed the US needed more than a "get tough on the Russians" policy following the war. Russia's history was one of expansion as much as possible and the Soviet Union was following that same idea. Because of the desire of the Soviets to expand westward, and the fact that Stalin had a pathological mistrust of the US, it would be impossible to come to a peaceful settlement with the Soviets. Thus, the policy of containment, developed by George F. Kennan of the State Department, was adopted by the Truman administration. The policy would allow communism where it already existed, but would use all force necessary to prevent any further expansion. In other words, communism would be "contained" where it presently existed.
Basically, to "contain" the ideological, economical and overall expansion of the USSR. You see, one of the main threats that the USSR represented to the USA between 1945 & 1949 was the increasing number of communist parties in Eastern & Western Europe, where many of the USA's diplomatic & economic interests laid. Because most European countries were severely weakened by World War II, they had little power of their own to resist the USSR's advancement. Therefore, Truman backed up the implementation of the Marshall Plan (a practical application of the Truman Doctrine), which supported American investment in any war-torn country that requested it. The goal of this was to empower the previously weakened European nations so as to halt stalinist/communist expansion, i.e. "contain" it.

Soon after the end of World War II, it became clear that the Soviet Union was going to try to expand its territory. Starting in 1945 it began to force communist governments upon East European nations. In 1946 the Soviet Union also stirred up communist rebellions in Greece and Turkey. President Truman and his advisors developed a policy called "containment" aimed at keeping communists "bottled up."
The purpose of containment was simple. Keep the communists where they were. This policy, of course, did not work. Containment only leads to more conflict.
The goal was to suffocate communism through militaristic and political means and keep the capitalist first-world countries safe as well as support any regime in third-world or non-nuclear nations that were for capitalism rather than communism.
