In Canada this would refer to the Dominion Lands Act of 1872.

The goal was to assert Canadian authority over their new lands and colonies for fun and profit.

A key part of that was to use massive Immigration to disenfranchise the people already on the land.

Another objective was to have the results, the products of the new immigrants labour to be sold to Canada. That was the profit part and to this day money flows from West to East in Canada.
