In Canada this would refer to the Dominion Lands Act of 1872.
The goal was to assert Canadian authority over their new lands and colonies for fun and profit.
A key part of that was to use massive Immigration to disenfranchise the people already on the land.
Another objective was to have the results, the products of the new immigrants labour to be sold to Canada. That was the profit part and to this day money flows from West to East in Canada.

The easy answer is NO. The reason for that answer is that it is a federal territory. There can be no colonies any more. The Constitution of the United States grants all powers to the States and only the powers given from the States is to be held by the federal government. In this regard any non-State land under the Constituion of the United States is to be considered federal territory, and as such is under the laws of the U.S. Constitution. Each State is under the laws of their own Constitution.
In an effort to try and organize the Northwest territory Congress passed two laws; The Northwest Ordinance and The Land Ordinance. These two acts separated the territory into states and helped the government raise money through sale of the land.

There are few things significant about the Northwest Ordinance of 1787. First, it established the ability of the U. S. government to expand westward. Next, it set a precedent for admitting new states into the union as opposed to expanding existing states. Finally, it prohibited slavery in the territory, thus creating the Ohio River as the boundary for slavery.
