It essentially limited the spread of slavery and kept most new states and the western states free states. In doing so, it prevented secession of the slave states at that time. It also admitted Maine as a free state and Missouri as a slave state. (Entering the Union wise)

As new states were admitted to the Union, no slavery would be allowed anywhere North of the parallel that marked Missouri's Southern border.

This worked reasonably well, but broke down when California was up for admission, since it extended so far North and South of that line that both sides claimed it, and a new compromise had to be worked out.
