A tyrant was appointed when there was a breakdown in society of a city-state, usually as a result of upper class over-dominance and suppression of the masses. His function was to rule fairly for all as a dictator. Usually, after settling the problems he fell into disrepute (he had to levy a much-hated tax to hire a bodyguard to protect him from upper-class assassination) and there were always agitations from those who benefited least from even-handed rule.
