It all goes back to the Civil War. When the North & the South were 'split in two', each of them had their own capital. The North=Washington, D.C. (as it is now) and the South=Montgomery, AL. They then moved it to Richmond, VA. That's why most of the battles were fought in Virginia. Then after the Civil War, I bet they were proud and kept it as their capital in the end.

The Army of the Potomac tried to capture Richmond repeatedly.

There were over 237 battles fought throughout most of the civil war. The two states with the most battles were Mississippi and South Carolina.
Approximately 200 US Civil War battles took place in Virginia. This is understandable in that Virginia bordered Washington DC. Also, early in the war and then later, the capture of the Southern capital of Richmond, Virginia was seen by the North as the key to victory.
