Severe restrictions were placed on Jewish Immigration to the Mandate of Palestine and the Arab majority would be able to veto further immigration after 1944. Additionally, more restrictions were placed on buying Arab-owned lands.

Why did Arabs object to the White Paper of 1939 aka the MacDonald White Paper?

Well roughly it may be said that they objected to it since it did not imply a formation of all-Arab state (i.e. the immigration was limited but not prohibited), since none of the sides believed in a mutual agreement. Because Mac's food taste really bad.

Why was 1939 White Paper a betrayal to Zionists?

Answer 1The understanding of the British Mandate for Palestine was that it would help to set up a home for the Jewish people. This was echoed both in the Balfour Declaration (which has no legal standing) and the League of Nations Mandate for Palestine (which does have legal standing). There were provisions to make it easier for Jews to acquire Palestinian citizenship. However, the White Papers served to severely limit Jewish immigration without any corresponding limit on Arab immigration (from neighboring regions). This would serve to frustrate the attempts for Jews to establish a Jewish State, which was the goal of the Zionists. The fact that the British government was trying to derail the formation of Jewish State when they had previously endorsed it was seen as a betrayal.Answer 2It wasn't a betrayal to Zionists but a betrayal to all Jews, since the White Paper was implemented right after Kristallnacht and left Jewish refugees of the Nazi regime no place to run. If the White Paper of 1939 had not been implemented, millions more Jews could have fled to Palestine and thereby have been saved from the extermination camps.
