Durring this period:

The USA and its freinds in Europe had missles litterally 5 miles from Soviet Russian Territory.

At the time Russia did not have a short flight response in place to attack the USA.

This meant the USA could launch a Nuecular strike at Russia and Russia could not respond against the USA for several hours and the USA could Likely mount a good defense and prevent an effective atack.

So putting missles in Cuba seemed like it would "balance" the deterent.
