Oil filter installed incorrectly as in too tight, too loose, the gasket was not oiled prior to installation, or the old filter gasket was left on. It can also be a valve cover gasket leaking and running down by the filter. Replace the oil filter and oil the gasket and tighten 3/4 turn after it makes contact with the mounting surface. If the leak persists if is not the filter.
If the casing is spilt a filter will leak an incorrectly installed filter will also leak.
A broke fuel line can cause a 1995 Beretta to leak fuel into air filter assembly. An exhaust leak can also cause this issue.

You could strip the threads and cause a leak very easily.
The old oil filter gasket might still be stuck on the engine block. Having the two gaskets in place will not allow the filter to seat correctly causing a leak.

Most likely cause is a leak in the supply line from the tank.
Look for gasoline leak at fuel injectors. You can usually smell it. If no leak change air filter. A plugged air filter can cause too rich mixture and too much gas usage. Also inspect gasline from tank to gas filter and around filter.
Possibly blown / damaged oil filter o-ring
Bad engine seal? Bad oil filter? Leaking valve cover gasket?
The starter should be tight! It can cause an oil leak if it hits the oil filter and makes a hole in it (oil filter is like a coke can). If your starter is moving you must first tighten it down it's two bolts.
