I had that same problem and ended up switching out the entire headlight dimming switch with one from a junkyard. Just pull the dash and disconnect it from the connector clip,and it worked for me.

first check to make sure #1 you have the proper bulbs #2 the bulb is in the socket correctly.either of these could cause the circuit to back feed
Headlights have a thermal circuit breaker. A short to the headlight (positive to ground) will cause the breaker to trip. The breaker cools and the lights come back on till the breaker heats up. Find the short and fix it.
Remove the wiring harness from the back of your 1997 Chevrolet Z71 headlights. Remove the headlight retaining bolts. The headlights will come out. Reverse the process to install the new headlights.

You will have to take the bolts off the old headlights and simply replace the old headlight and screw the bolts back in.
1. Take out the two pins (covered by rubber at the top) that are used to adjust the headlight and then wiggle it out of the front grill (carefully) or 2. Take a (I think either 9mm or 10mm socket) and take out the six bolts holding in the grill then loosen the headlights to take them off (I find this way to be easier cause then you can see the headlights and place the pins back in easily re-aligning the headlights.
