Right now, the only cost announced for the iCloud is $25 a year if you want it to sync all of your music files. The iCloud will sync all music you have purchased through iTunes between devices. For $25 a year, iCloud will "match" all the songs in your music library, including all songs you purchased from other sources besides iTunes.
I'm sure once iCloud is released, there will be costs associated with it involving different storage capacities, but no additional price structure has been announced.
