To get it with Bolt Strike you have to raise the world rank up to world rank 9 or 10 and you get it with bolt strike.

It's completely random. But doesn't usually occur until the post-story game. For example I found zekrom in a cave in the world axis...got creamed and when I went back he wasn't at the end of the level. After finishing it another four times he returned but kicked my @ss yet again...took me another seven tries to find him again...hope this helps.

Yes. All u have to do is set your 3ds to midnight or don't if it already is for u, and go 2 4-2 and I don't remember the world to enter but I imagine u will find it. When you beat dark rust all pokemon are raised to the 1500 - 2000 mark anyway.
