When you beat the game, there is a lift at the back of axle town which takes you to a floor with a few really tough battles and an odd machine - approach the machine and pay a large sum of pokedollars and you raise the 'world rank' thus making every pokemon in the game far stronger. When you beat dark rust all pokemon are raised to the 1500 - 2000 mark anyway.

You will get a ticket which you can redeem at the random recruiting part of the terminal. You can find Lucario at the Windy Praire on another Rank S. You can find Bastiodon at the Fiery Furnace on another Rank S. You can find Magnezone at the Fiery Furnace at another Rank A and on another Rank S. You can find Dragonite at the Windy Praire Rank S on normal. You can find Garchomp at the Rocky Cave on another Rank S.
