DCL stands for 'data control logger'. The only thing I can suggest if the light is flashing, is to scan the computer for fault codes if it has not been done.

A known problem with these cars as they age is the instrument cluster will begin to throw erratic indicators (especially Check DCL) and eventually fail altogether. Had someone on eBay fix mine. Has worked perfect for years. Fixed for only $70. All bulbs replaced as well. Search eBay for DCL error. Very quick!

If you mean the back brakes, I have a 1994 Lincoln Continental. To replace the pads on the back, I had to buy a special tool to depress the cylinder. Its a screw type cylinder and had to have this tool to put new pads on.
It means check your transmission, why not start with the oil.

On a 1996 Lincoln Continental : If you mean the fuel pump inertia switch ( shut off switch ) I believe it is behind an access door in the trunk liner on the drivers side of the trunk ( beside the air suspension shut off switch , if equipped )
