Either a discharged battery or a corroded battery terminal. The battery could be discharged because the alternator isn't working.
It would be very surprising if this is true. It is possible the water is doing something to the starter or the engine. You need to have it checked out to figure out what is wrong.

Are the tires actually rubbing or do you just hear a noise? If they are rubbing you have a serious front end problem. If you are just hearing a noise it could be that your front brake pads are worn out. There is a little metal pad built onto the brake pads that rub when the pads are worn out, telling you that it is time to have them attended to.
see if it will turn over if there is no grinding noise then u need a new starter

The teeth of the flywheel may be slipping and you would need a new fly wheel but it would just be cheaper to buy a new transmission unless you can find one off a another o4 sebring
== == I do believe if you hear a knocking noise that your crank shaft could be failing. Which means you will need a new engine. Have it checked out. Replace the harmonic balancer they will make a bad knocking noise. When you start it and the oil light goes out and it knocks, this is what is wrong with it.
More than likely the battery is to weak to start the engine. If it's not the battery, the starter may be the culprit.
