You probably have a vacuum leak and aren't getting vacuum to the actuators. With the engine running, listen for vacuum leaks under the dash. If you don't have any leaks there, check under the hood to make sure the vacuum line THERE isn't disconnected.
My 1995 Buick Regal Transmission just went out at 249,000, but everything else still works.
Check the blower resister
mine did the same thing, I had to remove the blowning unit under the passengerside dash,, and replaced it from a junkyard,, 20 bucks,, its hard to get ini and out but with some patience you can do it

Well, I own a 1993 buick regal custom with the 3.1 v6. I havent had any major problems. It has 203,000 miles. I've replaced the struts, exhaust, and the driverside power window needs a new "clip" but it works as long as I guide it. Great reliable caR!
Its either a bad heater core or a clogged one. They are very expensive.
Check the 96 Blazer for any vacuum leaks in the system. A vacuum leak can cause the air flow to only come out of the heat vent.
i just replaced the thermostat in 2004 Chevy truck heater works fine now
you have a vaccumm leak defrost is the normal at rest vent setting

the flap on the vent and defroster is stuck somewhere in between so it is not letting proper airflow to where you designate it possibly something sticky has fell down through the defrost vent and is constricting max. airflow
