my old Toyota pickup up would do the same thing, cut out going about 40 to 50 mph, but at about 20mph it would kick back on. It was one of the sensor chips. Toyota replaced the chip and the odometer, and I never had the problem again.

It is either bad door seals or the turbo that you are hearing.
It is the large part in the exhaust system in front of the muffler.
if its an auto it should be where the linkage meets the transmission
i think it is on the drivers side just inside the frame. its a cylinder with a wire coming out of it.
The 24 valve has an electric lift pump. It does not have a primer button.
drain and pull the old radiator out, slide the new one in and fill it up
3.2ltr diesel never came in a dodge ram... atleast not in the US. In 1978 D-series rams had a 3.9 ltr Mitsubishi in line 6cyl. 1989 on was the 5.9 cummins, until it was replaced by the 6.7ltr cummins.
