If the vehicle has hubcaps remove them and see if the noise stops. Check the brakes as well, something on the wheels is rubbing.
vibrations while slowing or braking? Get the front brake rotors checked.
This can be a warped rotor or tire out of balance. If it only happens when braking it is a warped rotor.

Your AC should have NOTHING to do with your barking system, as it is not tied into the vacuum of the engine. If your wheel shakes under braking, then you need to replace your rotors and pads.

When the system is active this is normal due to the braking system being applied to a spinning wheel or a wheel that in under or over steering.
The braking problem is almost certainly a disk brake rotor. The vibration could be a faulty tire, a bent or damaged "half shaft" or an out of balance tire. Front end vibration is not caused by an alignment problem, but can be accentuated by worn suspension or steering components.
