It more than likely needs a tune up. Oil Change, new spark plugs, ignition module, coil or coil pack, distributor cap rotor. There can be a lot of things that can cause poor mileage.

Um... Only internal combustion engines have spark plugs. But I could be wrong so check next to your halogen fluid reservoir. If that does not help I would recommend replacing your muffler bearings

Like most cars with no "spark" it can be caused by faulty/old cables. Replacing them would be a quick and cheap solution if in fact they are the cause.
