I am faced with a similar problem.
341,000 miles, original motor.
I replaced u joints, had minor wear.
All the pulleys look good, turn smoothly.
Removed the ac, installed a bypass pulley.
My vibration is cyclic, any road speed.
I am resigned to some catastropic failure when i least expect it.
Any experience with this would be appreciated.
Go to Autozone and tell them u need a harmonic balancer puller

With a harmonic balancer puller. Your local auto parts store can sell or rent you one.
There is not much you can do with a bad balancer other than replace it with a new one.
It is on the front of the motor, it will be the bottom most pully.
