Dual element bulbsYou may be referring to a dual-element bulb ie. bulb #1157. When the headlights are turned on, the taillight element comes on with the brakelight element working regardless of the lights being on or off. Of course this applies only to certain make and models. Some have separate bulbs, but I don't think this is what you were referring to...if you recenly replaced bulbs u may have installed them backwards they should be running lights and brake lights if this is the case they maybe installed incorrectly

From 2002 most cars have had a built in safety system that leaves the lights on constantly for safety reasons. This make of a 2008 Saturn Vue has this system and the headlights are continuously on during the day and will driving at night without having to switch them on.
Check the fuse for the headlights. It is probably open.
Your parking/ side light/headlights switch not only rotates but also pulls out towards you thus switching your rear fog lights on. simply push switch in the way.

check the fuses - there is no fuse for the headlights.
Fog lights are only accessable when headlights are on; once headlights are on, pull shaft/stalk out to turn on fog lights.
