First double check the timing. Plug wires not in the right place. Intake are exhaust valve problems. Bad distributor cap. Check these things first. If you don't find the problem in this area then please ask your question again.

You need to check the fuel pressure and the fuel FILTER.Most common cause of that is the float level in the carburetor is not adjusted right. / not getting enough fuel.
Most likely, Your float is stuck in the carburetor. If it is stuck open gas will continue to flow into the carburetor bowl, then it will flow into the crank case and cause your oil level to rise. You need to take off your carburetor and adjust the float.

As far as dangerous to humans, probably the only serious risk is to hearing. As far as dangerous to the vehicle, the backfire can certainly cause minor damage, especially to some carburetor diaphrams (especially Holleys). A backfire can also shoot flames or hot gases out of the carburetor, burning anything in the way.
