Looks to me that you have the cooling fan, Yes the fan is no good, you can check this, turn on the AC and drive just few bloks, you may feel that AC is working ..but is not. Bottom line..no fan no air vent coold or heat. Another test: connect direct to battery to you vent fan and if is working, then your Relay is bad, replace same from the relay bank and finaly if everything is ok...definitly is "The fuse" 10 or 15 amps. A blocked heater hose could cause a leak. A stopped up heater core could as well. Or the connector in the Windstar could be cracked.
