This is one of the most common Jeep problems. There are two hoses coming off of the valve cover. One goes to the air filter box and the other one goes to the intake manifold. The one that goes to the intake manifold is a vacuum line that breaks or becomes plugged easily. When that happens the air filter fills with oil. Check to see if that line is broken, if it is not then take off the end at the valve cover and take a small pick or nail and stick it into the fitting and clean out the carbon build up.

the fuel filter is on the frame rail drivers side ahead of the rear wheel, you will need fuel connector separation tools but its pretty easy
they might be different on some models but they would be interchangeable either way.

The correct factory tire size for a 1994 Jeep Wrangler is 215/75R15.
I believe the stud spacing is the same. Dont use the Rubicon wheels though cause the rubber is bigger than the standard 1994 height. You would have to have a small lift to get these to fit without rubbing. I have a 1995 Wrangler. Plus the rubicon has a bigger axle and I am not positive if it is the same stud pattern.
