From my experience it can go either way. One time I had my car repaired and when I picked it up from the shop my check engine light came on and I thought the mechanic did it, it just turned out something else came up the second something else got fixed. It can happen. You really didn't mention what kind of leak it was. If it's water the pump it may have been installed incorrectly, or a seal just happened to give up the minute you got your vehicle back. Find out what kind of leak it is, where it's leaking from, look up your engine's component configuration, and determine if the timing belt and water pump is somehow related to your leak.
